This is actually an enhancement of the subtext of The Ugly American which is that the empowered racism of the American establishment and a dangerously large minority of Americans, in general. Back when that novel was written in the 1950s Americans would have respected a white majority European country far more than the modern, far stupider, far more ignorant, far more arrogant and putrid Republican-fascists do. Europe then might have been willing to overlook the racism the American government practiced in Asia, Africa, South America, the Atlantic and the Pacific Islands but Trump and his minions are as ugly in Europe as the Americans typically were in those places during the Eisenhower years.
Other than the billionaires and millionaires who have been our most costly minority group, America's white supremacist-racists have cost the country the most, including, now, any claim we once may have had to being a respectable democratic country.
